Prof. Dr. Eko Prasojo, Mag.rer.publ

Founder / Principal Advisor

Born in Riau on July 21st 1970, Prof. Dr.rer.publ., Eko Prasojo, SIP, Mag.rer.publ. is a professor and Dean in the Faculty of Administrative Sciences, University of Indonesia. Finished his undergraduate study in University of Indonesia in 1995, he later studied his doctorate in Speyer Post-Graduate program for Public Administration, Germany in 2003. He has published hundreds of books, journals and articles on various topics, focusing mainly on Bureaucracy Reform and Local Autonomy. He was the Vice Minister of Empowerment of State Apparatus and Bureaucracy Reform from 2011 to 2014. He now serves as the President of Asian Group of Public Administration (AGPA) and Member of Committee Expert on Public Administration for United Nations.

Dr. Rudiarto Sumarwono, MM

Principal Advisor

With more than 25 years experiences working in development programs, Dr. Rudiarto Sumarwono played an active role in designing Indonesia’s governance such as 9 Bureaucratic Reform Acceleration Programs, and Grand Strategy for Regional Arrangement 2025. His extensive experience includes Senior Advisor in The Partnership for Governance Reform, Advisor to the Minister of State Apparatus and Administrative for International Cooperation, and Project Manager for United Nations Development Program. He has professional experience and network in state and non-state organizations and international organizations. He is the former Executive Director of UI-CSGAR in 2017-2019 and currently serves as a Member of the Republic of Indonesia State Civil Apparatus Commission (KASN RI) for period 2019-2024.

Rusfi Yunairi, MPM

Executive Director

Rusfi Yunairi, MPM attained his master’s degree in Public Management from Universität Potsdam, Germany, in 2009. He is an expert of public management who has experience as a Team Leader for Administrative Reform Component in Gesellschaft fÜr Internationale Zusammenarbeit (GIZ). He is currently the Executive Director in UI-CSGAR.

Zuliansyah P. Zulkarnain, S.Sos, M.Si

Director of Policy Solutions

Zuliansyah Putra Zulkarnain is a PhD Candidate in Freiburg University, Germany. He lectures in University of Indonesia for numbers of classes, for example Public Policy, Public Sector Management and Comparative Public Administration to name a few. Aside from teaching, he is also active in various researches and since 2014 has served as the Research Coordinator for University of Indonesia’s research cluster ‘Demokrasi, Governance dan Desentralisasi’. He was also Head of Expert Team on Studying National Institutional Framework for RPJMN 2015-2019 in BAPPENAS RI.

Drs. Ayi Mulyadi, M.Si

Director of General Administration

Drs. Ayi Mulyadi, M.Si attained his Master degree in Public Administration from University of Indonesia in 2006. Throughout his career, he served as Editor in Chief for ‘Bisnis dan Birokrasi’, Administrative Science and Organization Journal and as the Office Manager Institute for Research and Development Program (IRDP) Department of Administrative Science, FISIP UI. He was also involved in numerous researches under the Department of Administrative Sciences, Sumitomo Foundation, Center Study for Communication Sciences University of Indonesia, and more. He currently works as Director of General Administration in UI-CSGAR.

Givo Aulia, S.I.A

Project Officer

Givo Aulia, S.I.A attained his bachelor’s degree in Public Administration from University of Indonesia. The scope of study that he is interested in is administrative reform, governance, public policy, integrity and anti-corruption.

His research experiences that have been carried out include: The Implementation of Open Data Program in the Special Capital Region of Jakarta Province (2018), The Role of Open Data Program in Realizing Open Government in the Special Capital Region of Jakarta Province (2018), Diagnostic Study - Strengthening the Competence of State Civil Apparatus, Local Leaders, and Regional House of Representatives Towards World Class Bureaucracy 2024 and Indonesia EMAS 2045 (2018), Policy Recommendation for revising of Minister of Administrative Reform Regulation No. 46 of 2013 concerning Lecturer Functional Position (2018), Program development of the System of Collaboration in Planning, Budgeting, and Performance Information (KRISNA) (2018 - 2019), Transforming Research Governance in Higher Education (2019), Development of policy analysis modules for Senior Executive Services (2019), Community Perception on Professionalism of State Civil Apparatus and Rebranding of State Civil Apparatus (2019). 

In addition, he also became one of the Experts in preparing the Strategic Plan of the Directorate General of Intellectual Property, Ministry of Law and Human Rights of the Republic of Indonesia for the Year 2020-2024.

Rd Kaleh Putro Setio Kusumo, MA

Project Officer

Born in Sumbawa Besar, West Nusa Tenggara.  Completed Bachelor of Government Science at Yogyakarta Muhammadiyah University.  After completing his undergraduate level, he was active in the Quality Assurance Agency (BPM) University of Muhammadiyah Yogyakarta.  Some of the activities carried out are conducting institutional M&E, performance and being actively involved in internal and external quality.

He completed his master's degree in the Postgraduate Administration and Public Policy Program at the University of Indonesia with an LPDP Scholarship. Now actively working at the University of Indonesia - Center for Study of Governance and Administrative Reform (UI-CSGAR).  The scope of study that he is interested in is bureaucratic reform, governance and public policy.  His research experiences that have been carried out include: Evaluation of DIY Privileges (2014), Performance Evaluation of Jokowi-JK before 100 working days (2014), Changes in Voter Reference and Behavior Ahead of the 2014 Election, Implementation of Government Regulation No. 18 of 2016 on Regional Apparatus (2018) , Transforming Research Governance in Higher Education (2019), Preparation of Policy Analyst Functional Position Guidelines for JPT (2019), Community Perception on ASN Professionalism and ASN Rebranding (2019).  In addition, he also became one of the Experts in preparing the Strategic Plan of the Directorate General of Intellectual Property, Ministry of Law and Human Rights for the Year 2020-2024.

As an administrative and financial staff, she has expertise in office administration management and financial accounting. Before joining UI-CSGAR, Widia worked as an administrative and financial staff at PT. Kawan Turki Swiss.
