Jakarta – Ministry of Empowerment of State Apparatus and Bureaucratic Reform (KEMENPAN-RB) hosted a Pre- Ministerial Meeting for drafting the Government Regulation on Civil Servants Management attended by representatives from the National Civil Service Agency, Ministry of Finance, Ministry of Justice and Human Rights, and National Institute of Administration, assisted by University of Indonesia Center for Governance and Administrative Reform (UI-CSGAR) and Knowledge Sector Innovative (KSI). Draft of Government Regulation on Civil Service Management itself is one of six drafts which support Law No. 5/2014 on State Civil Apparatus. This draft covers the regulations concerning salaries, allowances, and facilities; leaves; pensions; protection; and competences development. The aim of this meeting was to discuss and distinguish the leveling of civil servants which would correspond with Draft of Government Regulation on Salaries and Allowances.
On this occasion, Prof. Dr. Eko Prasojo and Laode Rudita as UI-CSGAR’s representatives had expressed their inputs and opinions regarding some aspects that could influence the management of civil service. The broad variance of existing positions in Indonesia, civil servants’ professionalism in relation to workload, responsibilities and competencies needed, the capacity of State’s finance, and the need to determine the right model for single salary system were among those aspects.
The results of this meeting would be discussed further in the Ministerial Meeting (RPTM) for drafting the Government Regulation on Civil Service Management.
